It's clear he DOESN'T understand BLOGS.
He thinks of them as being controllable like mainstream media - TV, radio, newspapers - which require an annual government license to operate. This license can be taken away any time if a particular media outlet falls out of line.
How do you do this with blogs, most of which are not commercial entities? Quite often, you don't even know who the bloggers actually are.
Of course the more famous ones like Jeff Ooi are traceable because he doesn't hide behind anonymity but he's one of the rare few...."

Minister Datuk Seri Zainuddin Maidin said today that Malaysia has to classify bloggers as professionals and non-professionals as a mechanism to prevent misuse of Internet blog sites.
He said he believes that professional bloggers are those who are more responsible in ensuring that their web content is based on the truth and not rumours. Read here for more
Having ONLY ONE classification of bloggers is NOT good enough to remove the paranoia of the Malaysian Government and the Ministers.
Here is an extended list of Bloggers Classification,( in addition to Professional Bloggers and Non-Professional Bloggers) , which the Minister Datuk Seri Zainuddin Maidin should seriously consider to present to Cabinet for approval.
We recommend that he should also insist that our Malaysian Cabinet makes a ruling requiring that ALL Malaysian bloggers or ANY blogger writing about Malaysian socio-politics should apply for an annually renewed licence to blog.
The money collected from the blogging licence is to pay for the monitoring of bloggers by the Ministry of Information.

It doesn't say how he or his department plans to vet the hundreds (and possibly thousands) of Malaysian blogs that are around. Neither does it say how he plans to control them since many bloggers are anonymous.

Most local bloggers don't want to be known. They just want to share their views.
The blogging phenomenon is still not huge in Malaysia but it's picking up momentum.
This will pose a greater headache for the likes of clueless ministers like Zainuddin..."
